    Are you still using surge brakes? And how do you know the actuator isnt working? Is it possible you were not going fast enough when stepping on the brakes for the actuator to engage?

    As Wes said; troll upstream keeping the lure in the target zone longer. Also if you troll downstream you need to troll faster to get the action on the lure.
