    Buying water rights would probably be a far better idea than most. Besides tearing dams down.

    Have to move a hatchery. Truck or cannon fish over 2 dams, provide water to those forks
    Grow smolts and then truck them below nimbus
    Probably cheaper to buy valley farm water rights and send the water down the river instead

    I'm assuming what Mr. Shaffer means by "spawning grounds" is a bucket in the hatchery.
    With all the money spent to improve Folsom Dam (post 9/11 and dam failures) how much more would it have cost to install a fish ladder/escalator there (Folsom) and at Nimbus Dam. Then there would be like 150 miles of spawning grounds re-opened.
