Hi there,
is only 1 rod allowed to fish the ocean??
Doesn't matter if you have a second rod stamp, right??? .

one rod for salmon,stripers,rockfish.......

2 rods on any pier, jetty, and no lic req....

as many rods as you can take on the boat and fish with
for
tuna,
halibut.
shark,
sand dabs, bat rays, sole
herring, chovies, mackerel ,smelt
white sea bass,
albacore, bonita, sailfish

now if you catch a salmon,or rock fish, lingcods
your suppose to throw them back if you have multiple poles out..
and if you had one rod only *
and keep any sportfish you may only fish with one rod that day....
even if you change back to othe species......
the 2 hook rule is the same on all sportfish
and the same for other on each pole.....
no more than 2 hooks may be used per rod....

theres a fine line on sabiki bait rigs...
they come with like 6 hooks and the rule says
you must cut off all but 2.....
I have heard there a little more flexibal on this one..

this is ocean only and outside the golden gate.....
fishing from a jetty or pier use 2 only,
you will have a hard time convinceing them your
fishing for halibut, just stick to 2....
