Fish along the road all night with anchovy, liver or whatever you want. We were nialing cats while carp fishing with hair riged corn at that spot in october.

fool proof...fresh clam. that'll get you mostly medium sized cats.

MM is right, anchovies work well, but you lose it easily. mackerel stays on quite a bit longer.

other than the noon to 2pm time frame you can catch fish throughout the day/night.

i find that you get a lot of snags at WS, though.

definately go when its high tide. i never get skunked at the delta but always catch minnows. last time i fished downtown stockton and caught 3 2-4# cats.
