Well in the Suisun marina, you can catch catfish with anchovies. You also have good chances of catching stripers at these times.

Hey King,

With the increase in water temperatures, white catfish are all over the marsh right now, especially the smaller sloughs. If you're banking it, just upstream of the mouth of Peytonia Slough ought to give you more white cats than you want. If you're in a boat, the smaller sloughs on the east side of the marsh - Luco and Nurse - are full of cats, too. I'd focus on the incoming just after low tide; 'crawlers and chunks of shrimp have always hooked me up. Also, I'd keep my bait close to the bank - most of those cats are chompin' on scuds, which are most abundant at the roots of all those tules.
