Can anyone tell me if you can say look for bait an hour or two before sun up before you fish?

Hooch, on a long range boat you make bait every night,if you start running low. We make squid at night at the channel islands for white sea bass. I am sure you would be able to make bait up here. Just don't try it in S.F.bay from a boat.

Read DFG regs sec 27.56. Take General.
Except as otherwise provided, there are no closed seasons, closed hours or minimum size
limits on fin fish in the Pacific Ocean including all saltwater bays except that in San Francisco Bay
between the Golden Gate Bridge and the Carquinez Bridge and in saltwater tributaries to the bay
within the area bounded by Interstate 80 and Highways 17, 101 and 37 finfish may not be taken
between one hour after sunset to one hour before sunrise except from shore or piers.

there are no closed hours to fish in ocean waters,so finding or catching bait is not a problem
