Try arround Alameda Rockwall. One of the members posted a positive report from this past weekend.

Hopefully the "butts" are firing up, I will be out on Sunday aboard the California Dawn on a live bait trip

Both halibut and stripers are on a late showing this year compared to last year, perhaps because of the extended rains we had this winter. Give it another couple of weeks when the weather warms up in the Bay Area around high 70s. And don't forget the slower the tide movement, the better for the flatties. Enjoy the fishing!
