The question is why? DFG explains here:

Those "dead zones" with depleted oxygen can also happen in the ocean. They occur up in Oregon once in awhile.

Happens in Santa Cruz occasionally too.

With all the electric power we waste everyday, perhaps installing aerators for the protected harbor area is doable and should not cost that much in terms of maintenance. It can be powered by waves, wind or solar too. This would rapidly degrade pollutants and other organic matter in the water while improving habitat for the fish.

That's quite a lot of dead fish, robn!

I didn't know it was that bad. I wonder why the fish didn't go back out to sea? Up in Oregon, those dead zones affect a lot of crabs but they can't move as fast as fish can.

the baitfish get pushed into the shallows. A lot of times its a predator (whales) Ive seen it in san diego, santa cruz, La. before. Not only do the anchovies and other baitfish die but lots of other fish like perch, halibut and other bottom fish end up suffocating as well.

its weird to think that fish can suffocate in water..

It means that the shallow water, especially the harbor are devoid of oxygen generating algae or plant forms. It could also be due to high biological oxygen demand from decomposing matter in the harbor and there are not enough plants or algae to meet the demand when big amount of bait fish stray into the area.
