Anyone use them for bait, live or dead?

Went mackerel fishing out at the Santa Cruz pier and caught nothing but smelt. Used squid to catch the smelt, then cut up smelt for bait and got many more bites. These fish love their own kind, cut up nice and small on a sabiki rig.

Well, Im suppose to go camping with family in Bodega Bay, and a read a post that somebody was catching lots of smelt in Bodega. I figure if there is smelt around, then there must also be something there that would love to have smelt for dinner.

Does anyone know if it is legal to use them? A lot of people i seen catching them in Bodega were calling them jacksmelt. Is this the same as the surf smelt? All the ones Ive seen in Bodega were about 12"-16" long.
