Sorry 'bout the stupid question, but I've read alot about jiggs on Pyramid. Do they mean Crappie Jiggs?

No. Think ocean. These jigs are 1/2 to 3/4 ounce minnow immitations. Bucktail jigs, Cripple Herring and similiar type jigs.

How do they jig when the lure is on a downrigger, or is it just a name and not a technique?

Downriggers aren't involved with the jigs. The Tui chubs tend to travel in huge "bait balls". If you find them, the big Cut's tend to follow them and gorge on the chubs. If you can keep the boat over the top of the ball, you hang the jig and pump the rod or cast and retrieve letting the jig fall every few seconds.
